The Role of Mitigation in a Restoration Strategy

Abstract Groups around Puget Sound have been formed to recover salmon, protect marine resources and address other natural resource issues. They are drafting plans to guide future restoration and protection actions by governments and nongovernmental organizations. Despite concern about the potential for development to degrade ecological functions, they have done very little to guide the associated mitigation. Developers and regulators are limited in what they can do, but the large amount of money at stake makes it worthy of consideration.
